If it is in fact some sort of vinyl wrap all you need is a little bit of heat to take it off. A heat gun or hair dryer will do the trick. I worked in a vinyl shop for 5 years lol. Trust me on this one

That process is called hydro dipping or hydrographics, it is the same process that is used to apply camo to shotguns. It has a base coat of paint sprayed on then the film is floated on water, sprayed with an activator, then the part is dipped and rinsed with water. After it has dried the part is then sprayed with an automotive clear.
I started to do it as a side business but it takes a lot to get going, plus to receive firearms through the mail I would have needed to get an FFL.

    Here's a couple youtube videos-

There are chemicals which rip of the paint if you wont like the paint,So if you don't like the paint then this issue can be solved.

Back in the day when I worked at a paint and body shop we used a product called aircraft remover. I picked up some recently for a shotgun that was painted with some sort of oil based paint I was working on. Didnt work as well as it used to but I doubt it would have a problem taking it to bare metal.

That looks like a hydrodip to me, and a pretty good one.

    I'd leave it.
