    Illinois Concealed Carry Bill Revealed: No Chicago Carve-Out

    HB0977, Illinois’ long-awaited concealed carry bill, has dropped. Click here to read it. The executive summary: HB0977 puts the Illinois State Police in charge of the permitting process and turns The Land of Lincoln into a “shall issue” state. To wit: “The Department shall have the burden of proving by clear and convincing evidence that the applicant would pose a danger to the applicant’s self, another, or public safety, or would use a firearm unlawfully, if granted a license to carry a concealed firearm under this Act.” Did Chicago Mayor Rahm Emanuel just throw up in his mouth a little? There’s no carve-out or exemption from the State permitting process for Cook County or Chicago . . .

    Thank you for posting this barstoolguru - it's good news to see that the opening position of the bill's sponsor is towards Shall Issue with Reciprocity.

    A note or two of caution though: 1) This is the House Bill - there will also have to be a Senate bill and it will probably not be like this bill. 2) Both bills will be subject to amendments and reconciliation before being sent to Gov. Quinn - look for the Cook County/Chicago mafia to carve out their exemption during the amendment process. 3) Governor Quinn is a rabid anti-gun person. Just because the court has forced this issue does not mean he will not veto the final product if it doesn't measure up to what his masters in Cook County tell him they want. Also, the state will no doubt fight this tooth and nail through the court system. Unless the courts refuse to grant the attorney general a hold on enforcement of the court's order, there will not be a resolution within the 180 days the court of appeals requires.

    Still - to see some relief for the long suffering Illinois 2nd amendment supporters is gratifying and I would love to see the downstate legislators break the hold that Rahm "The Ballerina" Emmanuel and his fellow travelers have on the legislative process there.

    hopefully he will sign it, he said ( i know he can change his mind) he would sign the bill if and when it came across his desk

    Just my option but this seems to be pretty much a standard bill , it almost reads like they copied it from another state
